Gordon Smith, P.E.
As President of the Iowa Concrete Paving Association, Gordon is responsible for the overall activities, programs, and staff of the Association. He works directly with the Board of Directors, the Specifications Committee, the Quality Committee, the Executive Committee and the Nominating Committee.

Thomas Parsons
Thomas servers the Association as a Regional Services Manager. His work includes outreach to western Iowa municipalities and he is the key staff contact with Iowa's counties, statewide.

Clare Schroeder
As the ICPA Associate Engineer Clare provides pavement engineering support to the Regional Services Managers, Iowa's County Engineers, city public works officials and consultants.
Shana Davison
Administrative/Communications Assistant
Shana Davison
Shana provides administrative/communications support and coordination for activities of the Association. She has an active role in planning and organizing events and meetings by designing promotional materials, coordinating with meeting facilities and overseeing the details of the event or meeting. She is also responsible for the design and maintenance of the ICPA website and processes accounts payable for the Association. Shana serves as a resource to the Workshop Planning Committee.

John Cunningham
John's role as Vice President includes providing support as needed to the President with a special emphasis on concrete pavement promotion. In that capacity, John maintains strong partnerships with Iowa's city officials, the consulting engineering community and the Iowa DOT. John works closely with the National CP Tech Center in coordination of the concrete education initiatives. He is the staff coordinator of the Association's political initiatives, the Municipal Committee, the CPR Committee and the Maintenance Bonds Task Group.

Steve Mallicoat
As Regional Service Manager for the ICPA, Steve works with concrete paving issues throughout eastern Iowa. In the field, Steve provides outreach and technical support to consulting engineers, architects, contractors, and ready mixed concrete producers. He is also the staff representative to the Iowa Chapter of the ACI.

Fiscal/Administrative Manager
Julie Harbert
Julie's responsibilities as the Fiscal/Administrative Manager include administering all accounting activities and financial reporting, as well as coordinating personnel benefits and policies. Julie also serves as a resource to the Board of Directors, the ICPA Budget and Finance Committee, as well as several other ICPA committees. In addition, Julie analyzes the monthly Iowa DOT bid tabs and the weekly municipal bid tabs to track and invoice concrete assessable items.

Natalie Sipes
Natalie provides overall administrative assistance to the Association. She prepares and distributes the weekly Paving Profiles newsletter and the monthly Iowa DOT Cement Sheet. Natalie records and tracks PCC projects and maintains the ACPA Overlay Database. In addition, Natalie organizes the annual PCC Forecast and ICPA Membership Directory. She also assists in the coordination of Committee selection and invitation. Natalie serves as a resource to the CPR and Municipal Committees, Maintenance Bonds Task Group, and Political Awareness Task Group.

Statement of Purpose
The high standards to which this not-for-profit organization aspires are reflected in its Statement of Purpose:
To counsel, advise and render maximum assistance in the conception and planning of roads and other public installations, recognizing the historical and continuing importance to our society of advancements in such projects for the use and general welfare of the public.
To encourage and promote the use of concrete for and in the paving and construction highways, streets, airfields, and other public improvements.
To advance the use of concrete road materials by means of public education, information, and research; by dissemination of facts and data relative to the advantages of concrete; by rendering cooperation and aid to local, state, and federal authorities in establishing standards for road and pavement construction; and generally for the public welfare and interest to foster the use of concrete for public construction purposes.
To maintain a high standard of workmanship and product by concrete paving contractors and to encourage sound, lawful business practices in the trade for the benefit of the public and contracting authorities; and to encourage those methods of contracting policies and work which relieve the contractor of improper risks.
To interchange views and disseminate useful information among members of the association in order to establish construction methods and procedures that enhance the efficiency and status of concrete paving contractors.
